This lets you get through the order process and the $50 credit is reflected in your billing section. Now since They do not appear to check the credit card right away for processing you now go into the settings and change your address to your REAL billing state and postal code BEFORE they try processing your credit card. (their system is a bit fussy so keep trying and it will take eventually) and voila! non us sign ups CAN get the Free $50 hope it works for you. it did for me.
